I don't know, building a psilab by the end of the summer means you are prioritizing that at the expense of something else. So, no, it does not take "too long" for the first pair to be trained. You get the bare minimum to make them viable (stasis + something else) by the end of the summer or early autumn on legend, so you still have quite a few months of gameplay to go as a rule.
